Over the years, various states have regulated the permanent cosmetic makeup and tattooing industries. These efforts have resulted in the highest standards in education for the permanent color technician and uncompromising standards for the practice in permanent cosmetics. 

This results in the highest level of health and safety for both the client and the technician.

Judy Spurgeon has been performing permanent cosmetic procedures since 1994. She was among the first to be licensed in Kansas.

She continues her education and holds certificates in basic and advanced permanent cosmetics. She is a member in good standing with various permanent makeup organizations and has been a licensed Cosmetologist in Kansas, since 1974.
